Founded by John Villines, ICARE Youth Services has “more than twenty three
years of experience in providing services for parents, therapists, attorneys and others involved with at-risk adolescents. Our commitment
is to the welfare of these families, many of whom are in crisis when we encounter them, and we have structured their services to accommodate
their special needs.” Their staff provides intervention services, including the transportation of adolescents and the location of
runaways. They are proud of their experience in dealing with at-risk youth who range from cooperative to violently resistant, and
they assert their goal is always to provide a physically safe and emotionally healthy transitional environment. In crisis situations
they can provide up to ten days of temporary residential supervision.
They provide training and specialized interventions for clients in the United
States and several foreign countries on a variety of topics, including safe escort techniques, interventive methods, personal safety,
neurolinguistics, and runaway prevention. Clients include parents and a variety of professionals including educational consultants,
law enforcement, private schools and therapists.
Their organization includes a Board of Directors with a former Juvenile Court
Judge and an International Law attorney. This enables them to address complex domestic or international legal issues relevant to the
transportation of adolescents. Their Director, Gary Mugridge, is the former Coordinator of the Presidential Drug Task Force and a
retired Federal Agent with more than twenty-five years experience. Founder John Villines has worked with thousands of families as
an investigator. He is a Board Certified Instructor, and has provided training for law enforcement, therapists and other professionals.
Each Transport Agent has completed more than 280 hours of training, including modules in “Interpersonal Communication,” “Crisis Intervention”
and “Juvenile Law.” They also have a pilot with more than twenty years experience who gives them the capability to respond immediately,
without regard for commercial flight schedules, when the need dictates.
